This is an interesting problem for Google to have. The iOS app is horrible, so what do you do? Google could wait for 6 months like the author suggests, and swoop in with their superior offering in the App Store. The other thing that could happen is that Apple throws a bazillion engineers at the problem, and the app gets better within that timeframe, so every day that Google delays allows Apple to improve their offering.
Personally I think Google should wait. Their fleet of street view cars is less about pictures of storefronts, and more about driving the actual roads and creating the most accurate base map in existence. Apple can throw lots of engineers at the issue, but until they buy a fleet of cars, they are never going to catch up. One of the greatest things about Android is how well the Google Maps experience is, and how well it is integrated into the overall Android experience. Turn by turn navigation is free, fantastic, and always has been. With the addition of Google Now to Jelly Bean, this only gets better. I use Google Now constantly and it's fantastic.
Both operating systems are always going to have their Fanboys, and nothing I (or anyone else) say is going to sway them. But I'll take my Google Maps anyday. It's too vital to how I operate to give it up.
